China developer Country Garden reports $6.7 bn half-year losses

China’s debt-hit real estate giant Country Garden reported half-year losses of 48.9 billion yuan ($6.7 billion) in a stock exchange filing Wednesday, as it flirts with a potentially catastrophic default.
One of China’s biggest builders, Country Garden has racked up debts of more than $150 billion and said this month it had failed to make interest payments on two loans.
The group is potentially facing default if it fails to meet a deadline for a bond payment at the beginning of September, which would make it the biggest Chinese real estate firm to crash since rival Evergrande in 2021.
The company’s cash flow problems have ignited fears that it could spread turbulence through China’s economy and financial system.
The rise of the world’s second-largest economy has been largely founded on property and construction, which account for about a quarter of China’s GDP.
The company’s January-June losses were on par with estimates it made in early August of between 45-55 billion yuan.
Over the same period a year ago, the group posted a small profit of 612 million yuan
“The shrinkage of the property sector, coupled with the not yet restored confidence of the capital market, exerted mounting pressure on the Company’s business operation,” Country Garden said in the Hong Kong Stock Exchange filing.
It added that it will “try its best to improve its operating cash flow by ensuring good sales performance, strive to revitalize under-performing assets and reducing inessential administrative expenses”.

JUST IN: U.S. Utilizes Current Stockpiles to Dispatch an Additional $250 Million in Weapons to Ukraine
The Biden administration announced Tuesday it will dig into existing stockpiles to enable an additional $250 million in weapons and ammunition to be sent to Ukraine as part of its ongoing support of Kyiv.
AP reports the drawdown from Pentagon inventories will include mine-clearing equipment, artillery and rocket rounds, ambulances, and medical gear, among other items and spare parts, according to the State Department.
“The U.S. will continue to work with its allies and partners to provide Ukraine with the capabilities to meet its immediate battlefield needs and longer-term security assistance requirements,” deputy Pentagon press secretary Sabrina Singh told reporters Tuesday during a press conference.
When asked how much was left of the previously approved Congressional funds, Singh told reporters she didn’t have the figures on hand but said she is “confident that we have enough money to meet Ukraine’s need through the fiscal year.”
“But, as you know, there’s been a request for a supplemental. And we’re hopeful that the Congress will approve a supplemental package for Ukraine,” she said.
The State Department said the package contained AIM-9M missiles for air defense, High Mobility Artillery Rocket System munitions, 155mm and 105mm artillery ammunition, and more than three million rounds of small arms ammunition.
Cluster bombs have also been included in previous shipments.
The Biden administration has committed upwards of $43.7 billion in security assistance to Ukraine, most of which has been funded by the $48.7 billion in Congress-approved supplemental appropriations over the last two fiscal years.
President Joe Biden has previously admitted this has had a profound impact on U.S. reserve supplies of munitions, as Breitbart News reported.
For his part, Ukrainian President Volodymyr Zelensky tweeted his thanks Tuesday after the announcement.
“I am grateful to all American people, the Congress, and personally to President Joe Biden for the new defense assistance package for Ukraine,” Zelensky said.
“Artillery, missiles, ammunition for HIMARS, de-mining equipment — that’s what our warriors need. Freedom needs protection, and this protection is growing strong.”

Gold Star dad calls out Biden as 'disgrace to this nation': ‘I'm done biting my tongue’
The father of a U.S. Marine killed during the terrorist attack at the Kabul airport in Afghanistan two years ago tore into President Biden on Capitol Hill on Tuesday, saying he is a "disgrace to this nation" who has "more American blood" on his hands "than any president in U.S. history."
Mark Schmitz, the father of Marine Lance Cpl. Jared Schmitz, who was one of the 13 U.S. service members killed in a bomb blast on Aug. 26, 2021, during the military evacuation at the Kabul airport, participated in a roundtable discussion with other Gold Star family members before the House Foreign Affairs Committee.
"Not a single person has been held accountable," Schmitz said. "Our so-called leader can't seem to even utter their names in public, not even once."
"You are a disgrace to this nation," the father continued. "You have no business having ultimate command over our military, and I regret not saying that to your face when I had the opportunity in Dover. I felt it more important to bite my tongue, but I also had more important things on my mind at that time, like receiving my son's lifeless body stateside."
"While I stood there on the tarmac watching you check your watch over and over again, all I wanted to do was shout out, 'It's 2 ----ing 30, ---hole.' But out of respect of the other grieving families, I bit my tongue once again. Well, as you can probably tell by now, I'm done biting my tongue. You, sir, stole their lives, their futures, their dreams and have ripped apart 13 families. You cannot even man up and admit that."
Schmitz added that Biden likely has "more American blood" on his hands "than any president in U.S. history," and he requested investigations into Biden, Secretary of Defense Lloyd Austin and Secretary of State Antony Blinken "for their involvement in intentionally leaving Bagram [Air Base] and all of its assets by knowingly aiding known terrorists, all while abandoning U.S. civilians and allied partners."
"In closing, Mr. Biden, Secretary Austin, Secretary Blinken, if trusting and supporting our military is too difficult for you, then I suggest you pack your s--- and enjoy your retirement," he said. "Because from where I sit on my perch, the noose around your doubled-down notion that this was an extraordinary success looks like it's tightening a little bit more each and every day."
The Gold Star families at Tuesday's hearing have repeatedly criticized the administration for both the decision-making in the Afghanistan withdrawal and what they said was incomplete or incorrect information given to them.
Kelly Barnett, the mother of Marine Corps Staff Sgt. Taylor Hoover, said, "They knew this was going to happen, or it was part of their plan. They were too busy shaking hands with the Taliban, cleaning up and making sure we left it clean and tidy for the Taliban to worry about giving our snipers the OK to make it all OK."
As the hearing was about to begin, Gen. Mark Milley — the chairman of the Joint Chiefs of Staff who has received sharp criticism for his role in the withdrawal — released a statement in which he said the U.S. owes Gold Star families "everything."
"We owe them transparency, we owe them honesty, we owe them accountability. We owe them the truth about what happened to their loved ones," Milley said in a statement to Fox News.
Milley addressed some of the claims from Gold Star families about incorrect information in his statement.
"I trust the Army, Navy and Marine Corps did the best they could in briefing the families who had loved ones killed at Abbey Gate. I believe the briefers gave every piece of information that they could. If there was issues with that, we need to take whatever corrective action is necessary," he said. "And our hearts go out to those families."
He continued, "This is a personal thing for all of us in uniform. We don't like what happened in Afghanistan. We don't like the outcome of Afghanistan. We owe it to the families to take care of them. Their sacrifices were not in vain."
He then said that for those who served in the mission "the cost in blood was high, but every single one of us who served in Afghanistan should hold our heads high."
"Each served with skill, dedication and honor. For two decades our nation was not attacked from Afghanistan – that was our mission, and each one can be rightly proud of their service," he continued.
The Pentagon also released a statement of its own, expressing "our deepest condolences to the Gold Star Families who lost loved ones during the tragic bombing at Abbey Gate."
"We are forever grateful for their service, sacrifice, and committed efforts during the evacuation operations. We also commend the historic and monumental efforts of all our service men and women who served honorably during the withdrawal period from Afghanistan," the statement reads.
It went on to say that U.S. Central Command conducted a "comprehensive, credible and definitive" investigation into the attack.
"As then CENTCOM commander Gen. McKenzie highlighted, ‘The volume of evidence collected, the testimony of more than 100 people, the analysis of experts, the findings of fact, and the conclusions of the team based upon evidence gives a compelling and truthful examination of the event.' U.S. military commanders on the ground in Afghanistan made the best decisions and provided their best military advice based off what was known at the time and leaders took appropriate action in response to reported threat streams. From the investigation at the tactical level, the Abbey Gate attack was not preventable without degrading the mission to maximize the number of evacuees, and the leaders on the ground followed the proper measures and procedures."

North Korea fires two short-range ballistic missiles
North Korea has said it fired two short-range ballistic missiles as part of a “tactical nuclear strike drill” prompted by US-South Korean military exercises, state media reported Thursday.
The missile launches — first reported by the South Korean military — came amid Washington and Seoul’s annual Ulchi Freedom Shield exercises, which always infuriate Pyongyang.
The North’s army said in a statement that the missiles were fired late Wednesday in a “tactical nuclear strike drill simulating scorched earth strikes at major command centers and operational airfields” across the border in South Korea.
The “tactical ballistic missiles” were fired towards the East Sea, also known as the Sea of Japan, just before midnight, South Korea’s Yonhap news agency quoted Seoul’s military as saying.
“The drill is aimed to send a clear message to the enemies,” the army said in the statement, carried by the official Korean Central News Agency.
Pyongyang has conducted a record number of weapons tests this year.
The North also staged its own command-level army drills on Tuesday in response to the US-South Korean exercises, during which the country’s leader Kim Jong Un visited a training command post, KCNA said.
“The drill is aimed at letting all the commanding officers and staff sections of the entire army make full preparations for war,” KCNA said of the training exercise.
South Korea’s Joint Chiefs of Staff meanwhile said the military south of the border was “maintaining a full readiness posture in close cooperation with the United States”.
Their combined air drills involved at least one US B-1B strategic bomber flying above the Korean Peninsula earlier Wednesday, according to Yonhap — a detail that particularly annoyed Pyongyang.
The North called the overflight “a serious threat” and “pursuant to the scenario for a pre-emptive nuclear strike at the DPRK,” the official acronym for North Korea.
– ‘Irreversible’ nuclear power –
US national security spokesman John Kirby, who was giving a briefing when news of the launch broke, declined to comment to reporters in Washington.
On Tuesday, the United States, South Korea and Japan also held a trilateral naval missile defense exercise that enraged North Korea.
Washington, Seoul and Tokyo have beefed up their defense cooperation in recent months in response to increasing missile provocations by the North.
Last week, Pyongyang carried out its second attempt to put a spy satellite into orbit, although it ended in failure.
Kim has declared North Korea an “irreversible” nuclear power and has called for ramped-up arms production, including tactical nuclear weapons.
He has also called for boosting North Korea’s navy, saying the country’s waters brimmed with “the danger of a nuclear war”, state media reported.
“Owing to the reckless confrontational moves of the US and other hostile forces, the waters off the Korean Peninsula have been reduced into the world’s biggest war hardware concentration spot,” KCNA quoted Kim as saying.
“To achieve the successes in rapidly developing the naval force has become a very urgent issue in view of the enemies’ recent aggressive attempts.”

Army officers say toppled Gabon govt
Military officers announced on Wednesday overturning the government in Gabon, in an apparent coup targeting President Ali Bongo Ondimba who has been in power for 14 years and whose re-election was just announced.
The status of Ali Bongo, whose family has ruled the oil-rich African country for over 55 years, was not immediately clear but the area around his residence appeared to be quiet.
While the officers made their televised statement announcing the cancellation of the vote results one of the officers said “all the institutions of the republic” had been dissolved.
The address was read by an officer flanked by a group of a dozen army colonels, members of the elite Republican Guard, regular soldiers and others.
It came moments after the national election authority said Bongo, 64, had won a third term in Saturday’s election with 64.27 percent of the vote.
Bongo has been in power for 14 years, after being first elected in 2009 following the death of his father who had ruled the country for 41 years.
The announcement came in the middle of an overnight curfew and amid a nationwide internet shutdown, imposed by Bongo’s government as polling drew to a close on Saturday to prevent the spread of “false news” and possible violence.
Internet was restored on Wednesday morning after the TV address.
“Today, the country is going through a serious institutional, political, economic and social crisis,” the officer said on TV channel Gabon 24.
He said the recent election “did not meet the conditions for a transparent, credible and inclusive ballot so much hoped for by the people of Gabon.”
“We have decided to defend peace by putting an end to the current regime,” the officer said, adding that he was speaking on behalf of the “Committee for the Transition and Restoration of Institutions”.
“To this end, the general elections of 26 August 2023 and the truncated results are cancelled,” he added.
‘Fraud’ accusation
“All the institutions of the republic are dissolved: the government, the Senate, the National Assembly and the Constitutional Court,” he added, announcing the closure of the country’s borders “until further notice”.
Bongo and his main rival Albert Ondo Ossa led a race of 14 candidates vying for the top job in the oil-rich central African state.
According to the results issued prior to the officers’ announcement, Ondo Ossa won just 30.77 percent of the vote.
Before polls closed on Saturday, he had accused Bongo of “fraud” while claiming he was the rightful winner.
On Monday, Ondo Ossa’s campaign manager Mike Jocktane called on Bongo to hand over power “without bloodshed”, insisting a partial count had Ondo Ossa clearly ahead, without providing any proof.
The elections in Gabon — presidential, legislative and municipal — went ahead without the presence of election observers.
The country’s broadcasting authority had also provisionally banned the French channels France 24, Radio France Internationale (RFI) and TV5Monde, accusing them of “a lack of objectivity and balance” in election coverage.
Gabonese law forbids any publication of partial results pending the final result which only the Gabonese Elections Centre, the body that organizes the polls, is legally allowed to publish.
Paris said it was following events in Gabon with “the greatest attention”.
China also said it was “closely following the developing situation” and called for the safety of Bongo to be “guaranteed”.
Family ruler
Gabon has been ruled by the same family for more than 55 out of its 63 years since independence from France in 1960.
Bongo’s father Omar was one of France’s closest allies in the post-colonial era and his son has long been a regular in Paris, where his family owns an extensive real estate portfolio that is being investigated by anti-corruption magistrates.
Paris maintains a military presence in many of its former territories — including Gabon where it has 370 soldiers permanently deployed, some in the capital Libreville, according to the French defense ministry website.
During a speech in Libreville in March, French President Emmanuel Macron denied any French ambitions to interfere in Africa, saying that the age of meddling was “well over.”
The French mining group Eramet, which employs 8,000 people in Gabon, said that it had halted activities in the country “for the safety of staff and the security of operations”.

China calls for safety of Gabon’s President Bongo to be guaranteed

China on Wednesday called for “all sides” in Gabon to guarantee the safety of President Ali Bongo Ondimba after a group of military officers said they were “putting an end to the current regime” in the West African nation.
“China is closely following the developing situation in Gabon,” foreign ministry spokesman Wang Wenbin said.
“We call on all sides in Gabon to proceed from the basic interests of the country and the people, resolve differences through dialogue, (and) restore normal order as soon as possible,” he added, urging parties to “guarantee the personal safety of President Bongo, and uphold national peace and stability”.
Bongo has been in power for 14 years in the oil-rich West African state. He was first elected in 2009 following the death of his father, Omar Bongo Ondimba, who had ruled the country for 41 years.
He visited Beijing in April and met with President Xi Jinping, who declared him an “an old friend” of the Chinese people.
Xi also hailed Bongo’s “significant achievements” in development.
Bongo, in turn, thanked China for its “valuable assistance in promoting Gabon’s economic diversification and industrialization”, a readout from state news agency Xinhua said.
Beijing has long sought to bolster its presence in Africa, with then-foreign minister Qin Gang visiting the continent last year on his first overseas visit in the job.

Russia ‘deeply concerned’ over Gabon coup: Kremlin
The Kremlin said Wednesday it was concerned by events in Gabon, where military officers announced they had deposed President Ali Bongo.
“We are deeply concerned about the situation in Gabon. We are closely following what is going on there,” Kremlin spokesman Dmitry Peskov said.

Africa: seven coups in three years
The turbulent continent of Africa has experienced seven coups since August 2020, before army officers in the West African country said Wednesday, they had deposed President Ali Bongo in Gabon.
A timeline:
On July 26, 2023, members of the presidential guard overthrow Niger’s President Mohamed Bazoum, elected in 2021. General Abdourahamane Tiani, head of the presidential guard takes over.
On August 10, the West African regional bloc ECOWAS approves the deployment of a standby force “to restore constitutional order”, but still seeks a diplomatic solution.
Niger’s new military ruler proposes a transition period of no more than three years to hand back power to civilians.
Burkina Faso underwent two military coups last year.
In January 2022, mutinous soldiers led by Lieutenant-Colonel Paul-Henri Sandaogo Damiba arrest President Roch Marc Christian Kabore.
On September 30, army officers announce that they have dismissed Damiba. Captain Ibrahim Traore becomes transitional president until a new presidential election planned for July 2024.
After weeks of tension between the military and civilian leaders who had shared power since the ousting of dictator Omar al-Bashir, the armed forces led by army chief Abdel Fattah al-Burhan stage a new coup on October 25.
On April 15, 2023, a war breaks out between Burhan and his former deputy Mohamed Hamdan Daglo, killing at least 5,000.
In September, mutinous troops led by lieutenant-colonel Mamady Doumbouya take over in Guinea, arresting 83-year-old President Alpha Conde.
Doumbouya has pledged to return power to elected civilians by the end of 2024.
Malian President Ibrahim Boubacar Keita is overthrown in August 2020.
In May 2021, the Malian military takes over again after the civilian leaders of an interim government remove soldiers from some key posts.
The colonel vows to hold free elections by February 2024.

Legionnaire’s Disease Outbreak In Poland Kills 16
An outbreak of Legionnaire’s disease in Poland has killed 16 people. Infections have been rising in Rzeszow, whose strategic location near the Ukrainian border has transformed it into a hub for the Western response to Russia’s invasion.
The outbreak has been concentrated in the southeastern city of Rzeszow, which lies about 60 miles from the border with neighboring Ukraine, according to a report by The New York Times. Although some cases have been registered elsewhere the outbreak doesn’t appear to be “widespread” just yet. The Polish health ministry said this week on X, formerly Twitter, that the most likely source of infection was Rzeszow’s municipal water network.
So far, 16 people have died and 150 have been hospitalized with the disease. According to the United States Centers for Disease Control and Prevention, Legionnaires’ disease is a serious type of pneumonia (lung infection) caused by Legionella bacteria. People can get sick when they breathe in small droplets of water or accidentally swallow water containing Legionella into the lungs.
Legionnaires’ disease can be fatal in about 10 percent of cases, according to the CDC. Most healthy people exposed to the bacteria do not become sick, but the risk is higher among the elderly and people with weak immune systems.
Stanislaw Zaryn, the deputy minister who oversees Poland’s intelligence services, said Friday that the Polish internal security service was pursuing a routine investigation into the circumstances behind the infection to rule out “potential intentional action in this case.”
“The actual number of registered cases in the last two weeks is what we usually record in two years,” Professor Flisiak said in an email. But the number of cases in Poland was still small compared to regular outbreaks in other European countries, he added.
The New York Times is blaming “climate change” for the outbreak.
Rising temperatures spurred in part by climate change may have played a role in the outbreak, Professor Flisiak said, as the bacteria that cause Legionnaires’ disease thrive in the heat. Like much of Europe, Poland has had sweltering temperatures this summer, part of a continentwide heat wave. –The New York Times

U.S. to send $250 million in weapons to Ukraine
WASHINGTON (AP) — The Biden administration announced Tuesday it will send an additional $250 million in weapons and ammunition to Ukraine as part of its ongoing support of Kyiv’s counteroffensive.
The weapons will be drawn from existing U.S. stockpiles and will include mine-clearing equipment, artillery and rocket rounds, ambulances and medical gear, among other items and spare parts, according to the State Department.
“The package will help Ukrainian forces on the battlefield and support its air defenses as Russia continues to launch brutal, brutal strikes against the people of Ukraine, including attacks this past week,” White House spokeswoman Karine Jean-Pierre said Tuesday.
The State Department said the package contained AIM-9M missiles for air defense, High Mobility Artillery Rocket System munitions, 155mm and 105mm artillery ammunition and more than 3 million rounds of small arms ammunition.
The U.S. would have already run out of funding for the year to provide additional stockpile equipment to Ukraine but earlier this year realized the Pentagon had overvalued the equipment it had already sent, which freed up an additional $6.2 billion in funding.
Ukraine has already received more than $43 billion from the U.S. since Russia invaded last year. Those funds have provided weapons systems like howitzers and millions of rounds of ammunition to fight back against the much larger Russian military. Due to the intense and bloody land war, now in its 18th month, much of the ammunition and weaponry has already been used up.
